Scott Tokarczyk, an employee of Rainbow Inc., Minneapolis, sprays latex paint Thursday on a concrete relief of a jet plane that makes up the facade of the new College Avenue Tunnel under the north/south runway at General Mitchell International Airport in Milwaukee. Two eastbound and westbound traffic lanes run through the 640-foot-long tunnel, which was built as part of the ongoing runway safety improvements project.
