An employee of Capital Steel Erectors Inc., Blue Mounds, sets rebar Sept. 12 at The Constellation in Madison. KBS Construction Inc., Madison, is overseeing the construction of the 12-story project that will feature 220 apartments, 32,500-square-feet of retail space and 270 parking stalls.
