The Milwaukee Common Council on Tuesday approved zoning and financing for three projects.

The estimated $80 million Rivianna hotel and apartment project gained approval despite complaints from neighbors living in the Marine Terminal Lofts building, which is across the Milwaukee River from the project. Rivianna Development Group LLC distributed a printed statement promising to create 1,000 jobs with the development.

A proposed library and apartment project on Villard Avenue also gained Common Council approval. The project would rent space on its first floor to the Milwaukee Public Library and would have 47 apartments on the upper three floors for low-income senior residents who are the primary or secondary caretakers of children. Gorman & Co., Oregon, would develop the building in partnership with Milwaukee-based Northwest Side Community Development Corp., which owns the project site.

The council also approved giving a $228,110 grant to a project to repair the roof of the Modjeska Theater on Historic Mitchell Street. The leaky roof makes it difficult for building owners Mitchell Street Development Opportunities Corp. and Modjeska Theater Project LLC to book shows. The money also will pay for a solar panel and wind turbine to be erected on the building to generate electricity.
