A request to shift federal high-speed rail money to repair the Hoan Bridge is reigniting the road vs. rail debate, despite the inquiring lawmakers’ insistence it’s not an either/or matter.
“To me it’s just about priorities,” said state Sen. Jeff Plale, D-South Milwaukee. “If you’ve got a hard asset that’s falling apart, you fix [...]

Campaigns for the state Legislature and the growing debate over transportation spending are likely to collide in the November elections.
Many Wisconsin counties are lining up advisory referendums to ask voters if they support a constitutional amendment protecting Wisconsin’s transportation budget from raids to support the general budget. Those referendums would be on the [...]

The coalition to protect the state’s transportation budget has another member.
The International Union of Operating Engineers Local 139 on Wednesday announced its support of a constitutional amendment to keep the transportation budget segregated, protecting the money from lawmakers’ use on non-transportation related budget items or programs.
The coalition wants advisory referendums placed on November ballots in [...]

Union officials are blaming counties for killing a bill that would have required licenses for crane and heavy equipment operators.
Counties wanted their employees exempted from licensing, said Robb Kahl, executive director of the Construction Business Group, a joint labor-management organization.
Unions, he said, would not agree to that exemption, so county representatives opposed the [...]

Nuclear power plant construction in Wisconsin likely will be just as difficult to accomplish after the legislative session as it was before.
“It’s definitely disappointing,” said state Rep. Jim Soletski, D-Green Bay. “I’m not saying we should ring Lake Michigan with 20 new plants, but we need to have the option on the table.”
Soletski [...]

The federal government Tuesday officially shifted toward project labor agreements, confirming the fears of nonunion contractors.
Starting May 13, federal agencies can require PLAs on projects that receive more than $25 million in federal money.
Mike Zignego, secretary/treasurer for Zignego Co. Inc., Waukesha, said he does not like the prospect of PLAs on highway jobs [...]

A state lawmaker wants Wisconsin to tap the brakes on high-speed rail between Milwaukee and Madison.
State Rep. Brett Davis, R-Oregon, announced Tuesday he will introduce a bill that would prohibit the Wisconsin Department of Transportation from spending federal, state or local money on planning or building high-speed rail until the full Legislature approves [...]

State legislators want hard figures on the annual cost of running a Madison-to-Milwaukee high-speed rail line before approving construction.
That is unlikely to happen.
People around the country are asking the same question about operating costs for rail lines, said Laura Kliewer, director of the Midwest Interstate Passenger Rail Commission. There really isn’t an answer, [...]
