A Houston-based petroleum company is proposing a pipeline that would transport North Dakota crude to Superior, Wis.
Just as roads have to be widened and transmission lines have to be added to maintain the infrastructure necessary to a healthy economy, pipelines that carry oil and other substances also need to be replaced and expanded when demand requires it.
A report written in response to a massive oil spill in southern Michigan concludes federal laws are inadequate to protect the Great Lakes basin from oil pollution and states should fill the gaps.
