Contractors pitch ideas to improve bid procedures (1:09 p.m. 5/28/09)

A few tweaks to Wisconsin’s bidding documents could help ease general confusion, but some contractors say the state must be careful not to go too far.

David Helbach, administrator for the Wisconsin Department of Administration’s Division of State Facilities and secretary of the state Building Commission, held a listening session in Madison on Thursday with several contractors and builders associations from around the state to hear criticisms of current state documents and procedures.

Contractors pitched a number of suggestions, ranging from rescheduling bid opening dates in the wake of last-minute document addendums and scheduling site walk-throughs closer to bid opening dates to adapting an electronic bidding option similar to that of the Wisconsin Department of Transportation.
