Madison tries to lessen auto travel (1:40 p.m. 6/3/09)

Madison leaders want developers to help reduce automobile travel by 25 percent in the next 10 years, but have not decided how to measure it.

Nevertheless, the Common Council could vote next month on whether to put the goal in Madison’s comprehensive plan.

As written, the goal would use a 2005 baseline as the standard for measuring a 25 percent reduction in vehicular miles traveled by 2020. There are no penalties stated for not achieving the goal, and no way of determining whether trucks and larger vehicles would be measured differently against smaller hybrid cars.

Critics argue the lack of details or agreement on measurement render the goal ill-defined and challenging to developers.
