Wisconsin road workers are at the mercy of an inherently risky job and a state law to protect them which is proving difficult to enforce.

Although Wisconsin in 2001 enacted a move-over law, encouraging drivers to move over and avoid workers, police and other officials who stop or work on roads, its potency is null if drivers are not aware of it, said Bruce Stelzner, Chippewa County highway commissioner and president of the Wisconsin Counties Highway Association.

Workers are discussing road safety after an accident in Dane County on Thursday in which county highway worker James Porter, 61, was killed. The Dane County Sheriff’s Department on Friday reconstructed the accident. It remains under investigation.
