The state Building Commission on Wednesday is scheduled to discuss changes to Wisconsin’s project-delivery methods.
Building Commission Secretary David Helbach for more than a year has discussed the issue with various builders and industry groups. It is a point of contention between general contractors and subcontractors because Wisconsin’s longstanding preference is for multiple-prime contracts, which give all companies direct contracts with the state.
Subcontractors argue in favor of multiple-prime because they have individual contracts with the project owner, while some general contractors lobby for single-prime contracts or construction management projects depending on the complexity of the project.
The state has approved waivers for a handful of construction management projects, but state Sen. Ted Kanavas, R-Brookfield, in June said he will vote against waivers until Helbach presents new recommendations for project delivery.
The Building Commission is scheduled to meet Wednesday at State Fair Park in Milwaukee.
