We Energies on Monday submitted its application to the Public Service Commission of Wisconsin for a $255 million biomass plant in Rothschild.

We Energies spokesman Brian Manthey said the project, which will be built on the same site as Domtar Corp.’s operating paper mill, will include new construction, reuse some of the paper manufacturer’s existing structures and tap into the company’s same supply chain for wood waste and residue.

The project will generate 50 megawatts of electricity, and if PSC approvals are not delayed, the project could be operational by 2013.

Manthey said Appleton-based The Boldt Co. will be the project’s general contractor and the Appleton office of Poyry LLC will work as project designer.
