A crew works atop Milwaukee City Hall on Wednesday while inspecting the building. J.P. Cullen & Sons Inc., Janesville, is removing eight terra cotta urns and four finials from City Hall after an inspection revealed cracks in two of the urns. Three 5-pound pieces of terra cotta fell from the South Tower to the Market Street sidewalk Feb. 17. The city hopes to reopen Water Street and erect scaffolding under the South Tower by this weekend, spokeswoman Cecilia Gilbert said, but work has been slowed by high winds. Once the urns are removed from the building, they will be moved to a warehouse for further investigation. Crews also are examining other parts of the building, Gilbert said.
