School districts relying more on law exemption for energy-efficiency improvements, study finds

School districts whose regular budgets are too tight to pay for energy-efficiency improvements are coming to rely more and more on a legal exception that lets their spending on such projects exceed what would normally be allowed under state-imposed revenue limits.
