Minn. House offers ‘icebreaker’ for roads, bridges

House Republican leaders countered Gov. Mark Dayton’s compromise transportation plan Tuesday with a proposal that would use general fund money, bonding proceeds and tab fees to pay for $6 billion worth of road and bridge projects over the next 10 years.
