Changes to Milwaukee resident-hiring program get Common Council approval

With the Milwaukee Common Council's approval on Tuesday, city officials will not only have to make sure unemployed or underemployed residents are finding work on projects receiving public money, but also that some of those workers come from impoverished neighborhoods.
