Developer cries eminent domain in case to evict USPS from downtown Milwaukee

A developer trying to evict the U.S. Postal Service from its office in downtown Milwaukee argued in court filings this week that the agency effectively "exercised eminent domain" when it refused to leave the property it has occupied for decades.
