After outcry, Madison picks Judge Doyle Square developer that pledges to hire union builder

A Madison committee on Monday recommended a firm that agreed to hire a unionized general contractor to complete a high-rise blocks from the state Capitol after outcry over the prospect that the work could be completed by a non-union company.
