Franklin considers 166-unit, $51.6 million multifamily proposal

A potential $51.6 million multifamily concept with 166 rental cottage, duplex and miniature townhome units under review would be directly west of the Northwestern Mutual campus and future Costco site on 31st Street in Franklin.

The city’s Plan Commission is scheduled to publicly review the concept on March 5.

A concept review is designed to get thoughts and impressions from city decision makers prior to a full project proposal to the city. No official action is taken.

The project is being proposed by Miami, Florida-based Advenir Azora Development, LLC on approximately 23 acres at 7631, 7705 and 7721 S. 31st St. in Franklin.

In a Dec. 5, 2025, letter from Joann Rubio of Advenir Azora Development to Franklin’s planning department, Rubio noted the company’s intent to purchase the land and bring market-rate rental housing to Franklin in various unit types, sizes and formats.

“As a ‘missing middle’ housing type, the project introduces diverse housing options suited to evolving household demographics,” Rubio wrote.

City documents on the project indicate one-bedroom units could include stacked units and cottage duplexes. Two-bedroom units are listed as cottage-style duplexes and twin units, stacked duplexes, and miniature townhomes with garages. The three-bedroom offerings would all be cottages with attached garages.

Over half of the units could be two-bedrooms, with about a third being three-bedroom units and the remaining being one-bedrooms.

Rubio notes the property could also include a clubhouse with fitness center, lounge/co-working space and management office areas.
Rubio estimated the value of the completed development at $51.58 million, according to her letter.

A conditional use permit would be required for a on the property, according to city staff notes.

It would also need a planned development overlay to allow for modification of design requirements, including building materials and orientation.
