The Marcia P. Coggs Health and Human Services Center stands as Milwaukee County’s largest capital project in more than two decades and its first delivered using the Construction Manager at Risk method. The 60,000-square-foot, four-story facility presented significant technical challenges from the outset, including highly complex footing elevations requiring meticulous coordination during forming and pouring operations.
Transitioning Milwaukee County from design-bid-build to CMaR required rewriting contract language, renegotiating procurement procedures and addressing county statutes that did not initially support the new delivery model. JP Cullen worked alongside county leadership to develop compliant, mutually agreeable processes for packaging bids and issuing contracts.
The project team deployed the HP SitePrint autonomous layout robot, advanced BIM coordination across Navisworks, BIM360, Procore and Trimble platforms, and resolved 58 design conflicts virtually before they reached the field. The building earned EPA’s “Designed to Earn the ENERGY STAR” recognition with a score of 88, achieved a 41% reduction in Energy Use Intensity and features a 50-kilowatt rooftop solar system operational as of December 2025.
The project exceeded Milwaukee County’s 50% local workforce residency requirement, achieving 54.16% overall participation, and surpassed its 25% Targeted Business Enterprise goal with 33.90% participation. The $29.8 million facility is designed to achieve net zero energy performance by 2050.
