Costly mistakes: Fight rages over who has burden of proving unemployment fraud (access required)

As two state agencies wage a largely behind-the-scenes battle over the definition of a certain type of fraud, construction workers could soon find themselves fighting against a presumption that any misinformation they had submitted when applying for unemployment benefits resulted from a deliberate attempt to bilk the state out of money — rather than a simple mistake.
