Construction of two affordable housing developments with a total of 553 units is underway in Madison and is one of the largest affordable housing projects undertaken in Wisconsin.
Lincoln Avenue Communities, a subsidiary of California-based Lincoln Avenue Capital, submitted plans for The View, a six-story 303-unit affordable family apartment complex; and The Victoria, a 250-unit affordable housing project for seniors on the north side of Madison. The projects are on the site of a former Oscar Mayer plant that closed in 2017.
Beloit-based Corporate Contractors Inc. on Jan. 12 started work on The View, starting with aggregate piers and concrete foundations at 905 Huxley St., said Kevin Day, the vice president of business development for CCI. The project is expected to be complete in spring of 2026.
“We are honored and excited to join forces with LAC for the Development of The View at Huxley Yards project,” Day said in a statement. “We truly value the trust LAC has placed in our team, and we appreciate the support we have received from the Madison community.”
Madison-based McGann Construction is the primary contractor for The Victoria.
The View at Huxley Yards will have apartments ranging from one to four bedrooms, a pool area, courtyard, classroom, fitness center and dog run. The project includes a six-story parking garage with 462 stalls, 10 EV stalls and 394 bicycle parking stalls along with a bike repair station. The project will also preserve existing wetland areas.
CCI worked with Lincoln Avenue, JLA Architects and other consultants during the preconstruction phase to work through record-level material costs, assess structural components and finishes and mechanical, electrical and plumbing systems for alternatives, contractor officials said.
Value engineering solutions played a key role in developing a design and budget that aligned with the project’s goals, officials added.
CCI also worked with County Materials, Dave Jones, Dynamic Construction & Materials, Mid-States Concrete and Van Ert Electrical.
The project also used support from the Wisconsin Housing and Economic Development Authority, the Wisconsin Economic Development Corp., the National Equity Fund Inc. and the city of Madison. The project has been in planning since at least 2022, according to an application.
The View will also aim for a Wisconsin Green Built Certification and use eco-friendly features like rooftop solar systems.
