A multifamily project with more than 200 apartments could be coming to Racine‘s historic Regency Mall in 2026.
The city of Racine Planning Heritage and Design Commission reviewed plans for five three-story apartment buildings with a total of 266 units at 5326 Durand Ave. Hull Property Group, which has owned the Regency Mall since 2016, submitted the development plans for the northeast side of the property.
In 2024, Hull started partial demolition of the mall to make way for a 243,500-square-foot Woodman’s Food Market. At the time, Hull’s John Mulherin said most of that project would be done in the third quarter of 2025. Later phases would have opportunities for housing, retail and restaurants, he added. The overall project is worth around $120 million.
The commission was scheduled to meet on Tuesday. No cost has been shared for the five-story development.
The development will offer amenities such as a club house, a maintenance building with a car wash area, surface parking and an open space with a dog park, city records showed. Two of the buildings will have underground parking and seven two-story carriage houses.
The five buildings will be designed to accommodate roof-mounted solar panels in the future, developer plans showed. There will be surface parking available for residents and electric vehicle charging stations will be available, plans showed.
Milwaukee-based Stephen Perry Smith Architects provided project designs.
Construction is expected to begin in the spring or summer of 2025 with the first units available for rent in early 2026, developer plans showed. The project is expected to be completed in December 2026.
The multifamily development is part of an overarching development led by construction of Woodman’s. The $120 million project is supported by Racine’s $39.4 million tax increment district approved in spring 2023.
