A plan to revive the Regency Mall area started a new phase with construction of new housing in Racine.
Augusta, Ga.-based Hull Property Group on Tuesday broke ground on the Pritchard Park Place Apartments, a $120 million development with 266 apartments at the 5500 block of Durand Ave. The former Regency Mall has been under redevelopment since at least spring 2024, when excavators started tearing down parts of the mostly vacant mall to make way for a new Woodman’s Food Market.
Woodman’s was scheduled to be completed in the third quarter of 2025 and the project was budgeted around $120 million. Pritchard Park Place Apartments in the next phase of redevelopment led by Hull and the city.
The apartment complex will include five three-story buildings and seven carriage homes, city of Racine officials said. The first units are expected to be ready for occupancy in early 2026 and full completion is scheduled for the end of that year, officials added.
The apartments will feature underground parking, a clubhouse and infrastructure ready for solar energy and electric vehicles, city officials said. A broader site plan will include commercial and retail use in future phases, officials added.
City of Racine Mayor Cory Mason, John Mulherin of Hull Property Group and Kevin White, president of Berghammer Construction, spoke at the groundbreaking. White introduced Stephen Perry Smith Architects, Harwood Engineering Consultants and REYN Engineering as part of the project team.
In 2023, Racine officials approved Tax Increment District No. 20 which covers around 133.9 acres. The area includes Regency Mall, the mall outlots, Target and High Ridge Center, including Home Depot and Toys R Us, city officials said.
The agreement also covers demolition of a portion of the mall and readying the site for development, a city spokesperson said. The apartments are not directly funded by the TID, but the district prepared redevelopment of Woodman’s and for the apartments to be built, the spokesperson added.
