Zignego Co. scores $45M highway contract at start of construction season

As temperatures rise and orange barrels pop up on Wisconsin’s highways, a construction company secured a multi-million-dollar contract for road work in a busy intersection.

Pewaukee-based Zignego Co. on May 21 was awarded a $45 million contract to rebuild the median near the intersection of Wisconsin Highway 13 and U.S. Highway 12 in Wisconsin Dells, the Wisconsin Project Center reported.

The pavement contractor outbid Black River Falls-based Hoffman Construction Co. and Schofield-based Integrity Grading and Excavating, Inc., which bid $46.9 million and $58.8 million respectively.

The project will modify the median opening to only allow eastbound left-turns and modify features such as street lighting and storm sewers, according to the Wisconsin Department of Transportation.

Construction is anticipated to start in fall 2027 and the contractor has a completion deadline May 2029, WisDOT plans showed.

There will be lane closures and flagging operations anticipated along the 350-foot project site. The stretch of WIS 13 connects Interstate 90 with Broadway in Wisconsin Dells and the area includes businesses such as Kwik Trip, Walgreens, Starbucks and Culver’s.

Recertification for Disadvantaged Business Enterprise firms has slowed after a federal final rule changed the policy for the DBE Program. The assigned DBE goal for the median project is 0%, the goal for many state projects after October 2025.
