The construction of 156 apartments has started in Plymouth.
Milwaukee-based Wangard Partners on Monday announced the groundbreaking of “The Landing at Hub City,” a 156-unit apartment development on the west side of Carr Road and south of Kiley Way in Plymouth, Wis. The project budget is around $30 million, and Greenfire Management Services will serve as the general contractor. JLA Architects provided design services.
The first units are expected to be open for leasing in August 2025, a news release showed. The project is expected to be fully completed in February 2026.
The project is expected to create $23.5 million in tax increment for Plymouth and Sheboygan County, officials said.
In August 2024, the city planned Tax Increment District #7, a mixed-use district with around 242 acres in the northeastern part of Plymouth. Wangard’s development is one of the first construction projects inside the district, said Don Polhman, mayor of Plymouth, in a statement.
“I am pleased with the wonderful partnership between the city of Plymouth and Wangard to bring much-needed housing to our community,” Polhman added.
The development will include on-site leasing and maintenance services, modern amenities, private balconies or patios and an enclosed pet park, officials said. Some units will have attached parking.
Plymouth is expected to grow by 125 to 265 new households after the next years, a 2024 housing study commissioned by the city showed. Developers said the study highlighted housing being a pressing concern for the city.
In August 2024, there were only four housing units listed as available for rent, developers said. Housing constraints also hinder the city’s ability to retain its workforce, as there were more than 175 jobs open in the area, developers added.
This shortage is compounded by over 175 open job positions in the area, as housing constraints impact the ability to attract and retain a workforce.
“The city is excited to partner with Wangard to launch the next phase of growth in Plymouth,” said Tim Blakeslee, city administrator of Plymouth, in a statement. “The 156 units in Phase 1 address a market need identified in our recent housing study and represent a signature economic development project that will drive continued community growth,” he added.
The Sheboygan County Economic Development Corporation will launch a separate 94-lot subdivision in Plymouth, said Brian Doudna, director of the economic development corporation. In August, the SCEDC announced plans to build on 32 acres with help of the Forward Fund, which included donations from local employers.
