A 12-story, 200-unit apartment building planned for Milwaukee’s has received another city approval, setting the stage for a review.

Known as The Everett, it would feature mainly studios, one-bedroom, and two-bedroom units at , as well as a fifth-floor patio and outdoor pool; a 12th floor outdoor lounge with grills and fire pits; a street-level fitness center, and 198 indoor parking spaces.

The council’s Zoning, Neighborhoods and Development Committee voted July 7 to recommend after the Plan Commission endorsed it on June 8. The council is to vote on July 14.

The Everett is proposed by Kaeding Development Group for 234 S. Water St. – a 32,600-square-foot site now used for boat storage on the Milwaukee River.

It would include a public RiverWalk, and constructing a stub end of and sidewalks at the south end of the site.

The site since 2009 has been the subject of four other large development proposals, mainly featuring apartments or condominiums. None have come to fruition.

The most recent of those failed proposals was the 11-story, 133-unit Admiral’s Wharf apartments, which the council approved in 2019.

The site’s challenges include a steep slope to the river, as well as flood plain constraints.

Kaeding Development in 2025 opened the 261-unit , in the Historic Third Ward at 615 E. Corcoran Ave.

Other nearby Harbor District projects include a five-story, 30,000-square-foot office building being developed at 350 S. Water St.

Also, a former anchor for the historic railroad swing bridge, at 404 S. Water St., could be converted into a small public park.
