The building, originally The Blue and Reuss Federal Plaza, was built to house various government offices and private tenants but, over time, came to be about 75% vacant. The property was bought in 2017 for $19.5 million by Time Equities, which quickly move forward with plans to turn it into a class-A office and retail building.

A Milwaukee committee voted on Tuesday both to pause plans to extend the city's streetcar and study proposed routes into north- and south-side neighborhoods, a decision that threatens to strain an already tight construction schedule calling for service to be added near the site of the Democratic National Convention by July 2020.

A blast of polar air enveloped much of the Midwest on Wednesday, cracking train rails, breaking water pipes and straining electrical systems. But in Wisconsin’s two largest cities, city officials were saying the cold snap hadn’t caused as much damage to infrastructure as had the previous deep freeze five years ago.
