Oak @ Westlawn Gardens was developed by the Housing Authority of the City of Milwaukee and primarily paid for with low-income-housing tax credits from the Wisconsin Housing and Economic Development Authority and private equity from PNC Real Estate. At 6525 W. Silver Spring Drive, Oak features its namesake wood in its common spaces, particularly in its lobby.

The project offers 27 one-bedroom and 20 two-bedroom apartments. Each unit features a private balcony or porch, ovens, microwaves and refrigerators, and garbage disposals and dishwashers in all its two-bedroom units. Residents also have access to lockable storage units, laundry equipment, common sitting areas and trash-removal chutes. The building provides extra security with entry to common areas and residential units controlled by access cards. A large commercial space with an exterior patio on the first floor houses retail space.

The construction of Oak @ Westlawn Gardens has provided significant development opportunities for emerging-business enterprises — minority, women-owned and other historically disadvantaged businesses. More than 49 percent of the project’s contracts were awarded to emerging-business enterprises. In addition, 31 percent of the contracts went to businesses in the Section 3 category, a federal designation that applies to contractors that are owned or primarily staffed by low-income, local people.
