The highest contract in this week's Top Bidders was a nearly $10 million highway project in Winnebago County.

The project includes an addition to the campus's 240-unit, 21,000-square-foot community-based residential center; a five-unit residential-care apartment expansion, which will include an additional 9,500 square feet of common space; and a 4,050-square-foot skilled-nursing expansion.
