Cloud Village is a landmark 65,000-square-foot, three-story affordable housing development led by the Ho-Chunk Nation in Baraboo, Wis. The project delivers 40 apartment units across one-, two- and three-bedroom layouts, with underground and surface parking, indoor community space and outdoor recreational amenities — a level of quality rarely seen in rural affordable housing.
The development required aligning layered funding sources, Tribal priorities, Enterprise Green Community standards and rural construction logistics. Heeną Development founder and Ho-Chunk Nation Tribal member Collin Price served as owner’s representative, maintaining near-daily on-site presence and providing public progress updates throughout construction. Greenfire, a 100% Tribally owned construction manager, was engaged early as CMAR, focusing preconstruction efforts on cost modeling, constructability and schedule certainty.
Close coordination among Tribal leadership, designers and trade partners drove disciplined execution. The project was delivered ahead of schedule and under budget. It stands as the only Tribally led WHEDA project in Wisconsin.
Cloud Village was designed by Dimension IV Madison Design Group and built to Enterprise Green Community standards, incorporating energy-efficient systems, electric vehicle charging stations and advanced stormwater management. During construction, the project hosted site tours for attendees of Wisconsin’s A Home for Everyone conference, establishing Cloud Village as a statewide model for density, quality and affordability in rural and Tribal communities.
